The "Technical Conditions for the Safe Operation of Motor Vehicles - GB 7258—2017" is an important part of China's national safety technical standards for motor vehicles. It serves as the most basic technical standard for registration, inspection, and management of motor vehicle operation safety, as well as for the inspection of accident vehicles. It is also one of the important technical bases for the mandatory inspection of new vehicle types, factory inspections of new vehicles, and inspections of imported motor vehicles in China.

According to Article 3.6 of this standard regarding the definition of motorcycles, a motorcycle and moped is a road vehicle driven by a power device, having two or three wheels, but does not include: a) three-wheeled vehicles with a total vehicle mass exceeding 400kg, without a driver's cab, used for carrying goods; b) three-wheeled vehicles with a total vehicle mass exceeding 600kg, without a driver's cab, not designed or constructed for carrying goods, and designed to carry a maximum of 2 people (including the driver); c) three-wheeled vehicles with a driver's cab and a total vehicle mass exceeding 600kg; d) motorized wheelchairs specifically designed for disabled persons, which meet relevant national standards and regulations regarding maximum design speed, total vehicle mass, and external dimensions; e) vehicles that meet the national standards for electric bicycles.

Among them, Article 3.6.1.3 clearly defines the reverse tricycle motorcycle: the reverse tricycle motorcycle, in a strict sense, belongs to the category B standard tricycle, detailed as follows:

Right three-wheeled motorcycle: a motorcycle equipped with three wheels, one of which is on the longitudinal center plane, and the other two wheels are symmetrically arranged with respect to the longitudinal center plane, including:

a) a motorcycle equipped with two rear wheels symmetrically distributed with respect to the front wheel, and if designed and manufactured to allow for carrying goods or exceeding 2 occupants (including the driver), its maximum design speed is less than 70 km/h;

b) a motorcycle equipped with two front wheels symmetrically distributed with respect to the rear wheels, designed and manufactured not to have a structure for carrying goods and seating a maximum of 2 people (including the driver).
